If he already has Vista.... 7 would be preferred. I would recommend 7 if they were the only choices. On windows 7 right now, there are still some problems on some computers to find working drivers. Some drivers have to be installed as it would be XP, some as Vista. And still not all programs...

I've been using Ubuntu for about two weeks now. Since the last time using it, it has become better and more user friendly. Though the new distro 9.10 still has some issues compared to 9.04.

Though with clean install no format is usually needed, clean install would put your old windows into windows.old directory and it would not change any other folders you'd have. Therefore no old files would be lost. You had to 'format' your drive would be the keyword but not the install itself.
