The mods are his ministers of government.
Ministers for the oppisition may self elect and form their own parties, the passing of laws and whatnot is a democratic process upon which all ministers, both in power and of the opposition, may vote upon the passage of a writ, here's an example of a writ:
Ministers vote by declaring their vote as either yay or nay, their status as a minister, their position in either government or opposition (mod or not) and any party or parties to which they are officially a part (parties may elect representatives to vote on their behalf with assumed consent) any vote not made in this way is not valid and will not be counted towards the passing or denial of a writ.
Ragnar has absolute power to alter proceedings as he sees fit.
If ministers want something done or to assign someone to a position of power (ministers may have no other position than being a minster and no other power than to vote on writs) they may choose to create Departments (via an approved writ) which at very least requires a director, a director may hire staff and appoint Authorities under the jurisdiction of that Department, e.g. as the director of the Department of Military Industry & Acquisitions (DMIA) I may hire various secretaries, shoe shiners and such, and appoint one of them as an Authority on a specific aspect of the DMIA's jurisdiction, which in turn makes them the boss of their authority and can therefore hire various people to perform the duties relevant to their sub-jurisdiction, subject to my oversight and if necessary intervention as the department director.
All of this of course being subject to the demands of the public as all the ministers wish to curry favour before the next general election which is currently scheduled for, never.
