I do think there is something 'cool' about them (for lack of a better word). They seem like the type of people who could make anyone like them, which probably explains the manipulative ones, because people who are being entirely genuine are more likely to be disliked, at least in first encounters. I'm not saying they're all manipulative of course, just that they're good at it if/when they decide to be. [obligatory "but all people are manipulative or else they wouldn't wear clothes!"]
There's also the possibility that some person you typed as ENFJ became your friend and you then began assuming others were ENFJ because of things in common with the first one. No offense, it's just that confirmation bias happens all the time with this stuff.
