A 45 can mean a colt 45, a back handed slap, a record, a crazy person, a hooligan, a sexual part, Trump or being double crossed? But this song came out in 2002, so its probably not political even though it sounds like it with the hint to gas prices and 45. Oh, maybe her friend expects her to pay half and she can't do it. She wants a free pass.

This interpretation makes the most sense: "the singer has a guy that she wants to make love her, but he's such a pessimist he focuses on the raw, sad things in life instead of "looking up". and he focuses a lot on material things- "To buy the things it'd take to win me some of your love" I guess she is not able to get him with what she has, which might be "just looks".
