She wants a free pass.

This interpretation makes the most sense:
"the singer has a guy that she wants to make love her, but he's such a pessimist he focuses on the raw, sad things in life instead of "looking up". and he focuses a lot on material things- "To buy the things it'd take to win me some of your love" I guess she is not able to get him with what she has, which might be "just looks".
