Troublesome person, what to do?

There is a person on another site that has a personal grudge against me. They have posted harassing comments that are directed towards me, usually accusing me of stalking someone both he and I know in real life. I'm a moderator on one of the forums on the site, so I delete any offensive posts he makes about me. Other mods have given him warnings, and he also causes trouble for other forums around the site for various reasons. Often typing humungous rants about how he's depressed and doesn't have a life, or about how he wishes he could have meth but doesn't usually have the money for it, or bitching about how he wishes he could get laid. I've taken it up with a site administrator, but they are usually lazy and don't get to things quickly unless it's for the good of the whole site. He is very immature, and usually tweaked out. Mods can't ban members, only admins can, but I'm losing patience with them. He knows personal information about me and continues to post it publicly online despite many mod warnings. How should I handle this? Some posts are made in so sly a way that they don't necessarily break the site guidelines. I want him permanently banned from the site but I'd have to get the admins to pay a lot more attention to him. How should I handle this situation?

Yes, that person is an active member on the site, who I've severed contact with due to her seemingly self-destructive and immature behavior. We used to know each other well but now she tells this person a lot about me, and he, in his amphetamine ridden and childish mind, tries to make sense of the already fabricated things she tells him, so he shits all over threads on the site about this and that and other members call him out on how annoying and immature he us. Most of his day consists of taking gratuitous amounts of prescription stimulants and staying trapped in his room, depressed.

You mean the personal info is so subtle you can't take it to the admin? If the admin is not ready to ban, can you argue a temp ban? This could jar the trouble maker into toning it down when they return. When you say he has been warned, what do you say (in a general way)? Do you say it publicly or privately? Privately is an option?

He's been on temp ban before for other violations, I checked out how many infractions he has, quite a fucking few of them, so I could imagine a perma ban won't be too far away with his behavior. I know other users on the site that have trouble with him and have reported him.
