The Forum Rules Thread Location

Why is this thread not posted in the "Announcements" section or at least sticky?

Just recently due to need to look up some specifics about forum rules,I set out to search for it and had someone not liked me to it,it would have took me a while to find it buried in the "Introit" section.

Shouldn't this information be made more visible and easily accessible?

We mustn't be overbound by rules... merely everyone should be pleasant as far as possible.

However, I shall move that thread of the Revised General Rules to Announcements and sticky it as you suggest --- together with the original General Rules, of which the Revision is a digest.

Under all circumstances the General Rules hold precedence over the Revised version.
