I seem to amass hundreds of books that teach you a certain skill but i never get around to reading them. I'll admit that this trait isn't only prevalent in INTPs but i seem to have a much larger problem then most of my peers.

Am i insane?

Personally, I believe you can train your will to be more effective... Usually beginning with baby steps. The notion is something like:
-You choose something you want to do...
-You say, "I'm going to do this thing."
-You do it immediately, without hesitation and do it completely.
-Then... you can relax from your discipline, or choose something else to do.
It's really just behavioral conditioning to deal with your laziness / lack of focus / or ego insurrection... I never found self-discipline very hard, but I still did and could use more practicing of this sort of thing.

And, really the trick is to start small. Say something like... "I'm going to pick up a pencil," or "I'm going to eat a piece of cheese," and tackle that. Maybe it will be trickier than you thought - perhaps you're out of cheese and must go to the store! ;) You can move on to bigger things later. ("I'm going to write a 500 word essay." or "I will eat a dinosaur." :p)

If you're adopting the advice, sooner or later you'll forget all about it... I think that's no worry - but hopefully, sometime later, you'll remember it when you're really not getting anywhere and you can choose to apply it then.

One good suggestion - choose to read the introduction to one of those books tonight. I don't figure it matters which one as long as you simply pick one. ;)

(Curious note: I came across this advice when I was studying Wicca and held on to it because it's definitely useful.)

I feare not! Ye shalle need venture to the nearest library of arcane magicks and occultisms to find this olde tome, it be not available on the inter-nets... (Barnes and Nobles wille suffice.)

I came across it in 'True Magick' by Amber K. (the newer, expanded edition.) I'm looking at it here and the section written is actually lacks pretty badly for context... so it would require a many many pages to really include it for you guys. The specific paragraph of the exercise:
Start by watching your words. When you say you will do something, do it, immediately, if possible. Set a small goal and accomplish it quickly and decisively. Then congratulate yourself, and consider how it felt to do that. Set yourself another goal, a bit more challenging. Gather your energy and do it as quickly as possible. Keep stretching and challenging yourself, one task at a time, one day at a time; your will is a muscle that must be exercised to grow strong.
I guess I fleshed it out based on my understanding of the rest of the book... Did you give it a try, RubberDucky?

Yeah i have given it a try. I usually skip through all my songs on my iPod but i told myself I'm going to listen to this whole song, and i did it. It's just the small things I've been working on, like you said in your post I'll work my way up to bigger things.

Soo.... are you suggesting a typical INTP will typically never accomplish anything, ever? :p
Nhat Hahn's lessons on mindfulness are similar.
Dave, I'm a touch surprised that this would resemble mindfulness lessons, so I'd like to take a look at those if I can. Are they accessible online, or in books only? (Can you remember where you encountered these lessons?)
