As someone who becomes another person, as in, if mafia doesn't give a flying care if I mislead you or not. Or, as town, trolls the thread, just for my amusement, and mildly put in things here and there.
I would classified it as a RPG.
However, What I think is useless.
A RPG Game is def. as so:
A role-playing game (RPG and sometimes roleplaying game) is a game in which players assume the roles of characters in a fictional setting. Players take responsibility for acting out these roles within a narrative, either through literal acting or through a process of structured decision-making or character development.
So, lets go by it one set at a time.

While this is change from game to game (flavor/roles/etc.), we can find that, when looking for the def. for mafia, that this is present in the game maker's idea for the game.
Mafia, also known as Werewolf, is a party game created in the USSR by Dmitry Davidoff in 1986[2] modelling a conflict between an informed minority, the mafia, and an uninformed majority, the innocents.
Here, we can see, that the game was design for players to
assume the roles of a "Informed Minority" and a "uninformed majority" This means, players
are indeed becoming the Roles of these said parties. As for the fictional setting, we can very likely assume that this was fictional, in the sense that the author (who lived in the USSR) did not model it after lets say, the USSR (lol).
And even if he did, that is the same as me modeling a Dnd story off of WW2. Or any fictional novel based off of a event in time or history etc.

Very easy to prove,
At the start of the game, each player is secretly assigned a role affiliated with one of these teams. The game has two alternating phases: night, during which the mafia may covertly "murder" an innocent, and day, in which surviving players debate the identities of the mafia and vote to eliminate a suspect.
The Bold all show the fact that the game participants are indeed have to play the game according to there roles.

It uses a word called debate, which, according to def.
"a formal discussion on a particular topic in a public meeting or legislative assembly, in which opposing arguments are put forward."
Not only that, but mafia players HAVE to act townie (or suppose to anyways) to achieve their goal, basically by acting.
In mafia, you develop via the means of:
A) Your reads, based on other people actions etc. They all start at null, and then they develop with you, as you play.
B) Reads on you, starts as Null, then, depending on what you do/act, can change.
And a bunch of other stuff that I am too lazy to write out.

TLDR:
When you compare the def. of mafia, def. of RPG games, you see that there are many RPG themes in the game. Therefore, making the game a RPG.
