I don't know about an INTP nation but this is how I'd run things.
Insurance, healthcare, education, superannuation, banking, utilities (including telecommunications) are all exclusively public services, pharmaceutical companies face heavy fines if they're caught profiteering.
There's an extensive subway rail system, Tokyo level extensive, this is used to move both people and goods between suburbs, the suburbs themselves have minimal road infrastructure, very little parking is provided and zoning laws allow for mixed commercial/residential structures. This is to discourage the use of personal vehicles as much as possible and encourage people to shop locally and walk to the shops, obviously there is some parking for the infirm and elderly. Public transport is free, cargo transport is reasonably priced.
Fire, ambulance and police emergency services are combined into a unified force with personnel sourced from the military, being able to enter the emergency services is considered quite prestigious (like joining the SAS or Seals). Given the purposefully minimal road infrastructure they instead use VTOL capable aircraft (with pumps for firefighting and medical supplies for paramedical activities) and are highly trained in aerial insertion/extraction while the transport remains airborne.
They're armed too, in case anyone is really stupid enough to pick a fight with a paramilitary force that has close air support.
