He did have strong motivation to change things ergo he had a vision. This was both fueled by necessity of the time and both by his personal belief that change was the only way to secure Russia and his position in such way that he does not get beheaded by the crazed demented mob that common Russia was composed of those days.
He was also very practical in that he sought out progress personally and made sure that what ever he could do personally he did. What is more he had troubled childhood and that probably made him odd ball in so many ways.
In light of his life his personality makes most sense, but in light of MBTI it makes little sense.
The only thing I can say for sure about Peter the Great that he was very keen on change and had super human motivation. Restless zeal and far reaching vision that very few emperors of his time had.
