Once a male impregnates a female, and the birth has been successful, the male is executed. This will already create a state were births = deaths, leading of course to a smaller populace of humans on the planet.
Thus offspring, both male and female, are reared by females(and perhaps eunuchs... )and the process continues.
On the matter of abstinence, males can have expiry dates, where they are executed at a certain age even if they did not gain the approval of a breeding partner, or be forced to become eunuchs.
Such a system will certainly not be moral or whatchamacallit, but it is a way in which men can be made near-obsolete in our day and age.
