Is one persons life worth more than an others? Does killing one justify saving an other? Who determines these outcomes, and apart from political, religious or revenge purposes, why?

Every entity that has subjective experience can have degrees of awareness. Insects might not be considered persons but may have subjective experiences. A pig has the same awareness as a two year old yet one is protected by law well the other can be processed for food. In the future we will have the mean to make people like Einstein the equivalent to a toddler in comparison the mentality supper aware individuals. The quantitative differences are not the same as qualitative differences. We value some more than others regardless of the subjective quality.

Depends upon the lives, depends upon the one doing the valuing. I will, generally, assume my own life has more worth than someone else's because I have this annoying tendency to wish to persist.

Does killing one justify saving an other?

Sometimes. Again, depends upon the one doing the justifying and the circumstances.
