Dawkins spoke a lot and wrote a lot in the UK, because that's where he's from, and that's where he lives. I've seen much of his interviews. He's pretty convinced of the views that he learned in his university schooling, to the extent that he talks about them as if he can't imagine how anyone could lack belief in evolution. So it's not surprising that he said that.Watching a Richard Dawkins video, I noticed him say that he has the assumption that life elsewhere in the universe would still be darwinian in nature. It would have gone thru evolution and natural selection just as life on earth has. I completely agree.
I think an interesting question would be to ask Dawins what he would conclude, if there was clear-cut evidence that somewhere in the universe, something didn't evolve. Juding by what he's said in the past, I think he would just say that it's possible, but as likely as there being an elephant in the next room, but would not provide any theories or hypotheses to aid in such theories.
