whatever dude I had opinions on stuff like music and films and etc in mind when I wrote that. It seems I go on passionate rants whenever someone irl says they like a thing and I don't share their opinion

So, the issue isn't that you have strong opinions - the issue is that you can't keep your opinions to yourself if someone expresses a view which counters your own.

I'm typically very opinionated around subject matters I know well. With everything else, I'm receptive to any new knowledge conveyed but typically keep my mouth shut. Unless I have something intelligent to say, I don't say anything.

All powerful ruler of North Korea, and appears completely insane by all media accounts (I use that description in the most neutral way possible. I have no feelings or opinions on the subject and am just repeating what has been said.)

That might be because you don't give a darn about what people usually present you with. In these situations you can try to think of the most ridiculous position possible and argue for it. Don't forget that "I don't like talking about politics" can be an acceptable thing to say in a lot of situations.

Sometimes things just are what they are and it's okay to not feel like you need to have a stance on it.

I think in general, opinions are gained through struggle, whether it's frustration in trying to meet a goal or suffering from having a part of you violated. You can't struggle without gaining a sense for what you do and don't like (if you liked everything, there'd be no struggle).
