You are right that agency is required for general AI, we don't have it. Maybe we will never have it in our machines and frankly AI-less future looks somewhat more promising to me as an individual than its opposite.

Intention doesn't influence creativity, because intention can be set by the designer, or randomly selected from a noise seed.

You must have intention to be able to create, things without intention are not creative but a mere tool, your intention may be something else, as I stated earlier you may create a weapon in order to hunt something.You can not "randomly select" a goal, the goal is the thing the nural network is adjusted into.To be cretive you must be able to create new goals in order to solve unknown new tasks.
