I was reading about it on Wikipedia and I'm a little confused... Correct me if I'm wrong.

The judging and perceiving functions (J/P) indicate the lifestyle. It determines which function one extroverts (Thinking/Feeling - judging functions - or Sensing/Intuition - perceiving functions). If one is an introvert, the J/P indicates one's auxiliary function, since it is being extroverted. If one is an extrovert, it indicates one's dominant function. But... How can one extrovert one's perceiving?

you know this may not quite hit or summarize the essence of what extroverted perception is, however types with the extroverted perceptive functions are indeed better at literally pointing out the exterior. like mila kulains showing new york to justin timberlake in 'friends with benefits' or like a tourist guide. that's because they have a habit of taking notice of the exterior environment in terms of how it can be used and navigated (and they live in it, utilizing this broad and detailed awareness), that is to say they notice it in a way that is understandable by anyone else, it contains the obvious or objective aspects. everybody know what this is like, but not everybody is tuned into this by default. whereas a subjective (introverted) approach to perception can't easily be shared. i would have to become rather poetic to show you how i habitually perceive my town, when i slander through it, and you would not learn anything about any house, address, groups of people or practical possibilities, because such things are not exactly on top of my mind and i don't want to mention them, unless i have to. to me everything exterior is interesting to the degree it causes a subjective resonance and if i were to talk about it, i would rather talk about the resonance directly, without even mentioning specific exteriors. i would for example talk about how old houses in general, rooftops in particular, are like symbols for time to me. in order to communicate this we would not have to be outside. i would not feel the need or immediate desrie to show you the town if i can tell you how i subjectively experience the town (although i rationally get the advantage of doing so and would consider doing so, after a proces of reasoning about it. but if were a child, i would paint you a picture and what ever is on the picture may not obviously resemlbe my town). i could just say its a dirty molloch reminding me of death and sin (even though it's just a regular town). subjective aesthetic associations and subjective/intuitive symbols [not emotions] come to mind. imagine this somewhat poetically, like batman cursing gotham city. the exterior becomes interchangeable, i could have the same subjective perceptions about another similar town, or just a photograph. i may have a dirty street past or just suicidal thoughts and that is why to me every town would mean primarily an apprehension of dark things to come, whereas to someone suicidal with extroverted perception it might mean a welcome distraction. i wonder, why go out and physically show it to you, or even just mentally play through an experience/story inside of it (more intuitive), so it can be virtually experienced? why point out objective networks of relationships of ghetto gangs? draining. to do this i would have to leave my default (=introverted perception), i can hardly create that type of focus and even if, this extroverted world of mine is pretty empty, because i have never gained experience in that realm. not much to talk about.

Sensing and Intuition are perceiving functions because they are, to put it simply, how we take in information. Thinking and Feeling are judging functions because they are essentially how we make decisions. The J/P dichotomy is there simply to indicate which function (S/N/T/F) is (are) extraverted. P doesn't mean extraverted perceiving, it means the preferred perceiving function (S/N) is extraverted. Likewise J means the preferred judging function (T/F) is extraverted.

What is this relation with the external world?

Can you elaborate on this? I am unsure what you are asking.
