this question is difficult for me. i was born in germany, but to american parents, but i've lived a good portion of my life in europe and don't have any state to call my home, and am currently living in germany but with plans to return to america. so i guess i'm from nowhere in particular.

If I was to choose another location, it'd have to be England or Ireland. I've never been there, but I've always (a year or two) liked those countries.

Hm. Was that sarcasm or a serious question? I can't tell. It's quite true though - the government regularly violates the rights of the ordinary citizen on seemingly random charges. Just this week, video of a man who was tortured by a police officer (and was probably shot and killed afterwards in a supposed shootout) surfaced. It made the news for a few days, but generally people don't care much because it happens so regularly that they've become apathetic.

Assuming it was a serious question, I'll answer from an institutionalist perspective. It has to be made clear that formal and informal institutions exist because of the inability of government to do uphold the rule of law. Anyone who's lived in these developing nations recognize the non-institutional laws of society and learn to work with or around them to get by on a daily basis.
