Ah, time management, one of my favourite topics.
I used to be, and still am, rather scatter brained. Given free reign, papers will take over the floor, books will be stacked and my computer recently complained that it's close to full.
I do try and herd everything into one corner. Sometimes it fits into an intray, mostly not though

I also write everything down i want to do. Books to read, stuff to learn, places to see, letters to write, people to call. Quite literally everything.
It doesn't actually help avoid any of the procrastinating and sidetracked surfing and reading, but at least when i do 'wake up' and remember i have stuff to do, i am not fishing all over the floor for it

I am lucky that i don't mind being at home all the time, so i have plenty of time to chase rabbit trails. I really ought to carve out a few hours a day for uni though....
